Assessing Guatemala's Digital Financial Services Market
In 2022, ConsumerCentriX launched the Guatemala Digital Financial Services (DFS) Market Assessment, funded by USAID and implemented in collaboration with DAI. The project was designed to examine how digital financial services could better support financial inclusion and economic participation in Guatemala, particularly for low-income and marginalized populations, including women.
At the time, digital financial services were expanding globally, but adoption in Guatemala remained uneven. Significant segments of the population continued to rely on informal financial mechanisms or cash-based transactions, limiting their ability to participate fully in the formal economy. The assessment set out to understand not only where gaps existed, but also what conditions would be required to strengthen a more inclusive and competitive digital finance ecosystem.
The project began with a comprehensive supply-side landscape assessment. This included analysis of regulatory frameworks, payment infrastructure, provider capabilities, agent network coverage, and the broader enabling environment for digital finance. Particular attention was given to structural barriers affecting rural and remote communities, including connectivity constraints, limited digital literacy, and uneven access to formal financial institutions.
Beyond identifying constraints, the assessment explored practical opportunities for market development. The research highlighted the importance of strengthening interoperable payment systems, improving data-sharing arrangements, deepening agent network coverage, and supporting innovation among both financial and non-financial providers. It also underscored the role of coordination between regulators, donors, private-sector actors, and ecosystem partners in accelerating adoption and ensuring that digital solutions reach underserved populations.
As part of the project, ConsumerCentriX conducted targeted market research to better understand how digital financial services could be tailored to improve access and usage among low-income segments. The objective was not only to diagnose market challenges, but also to identify realistic pathways for strengthening DFS uptake through market-led approaches.
The findings of this work were consolidated into a published study in 2023, contributing to ongoing efforts by USAID and its partners to expand digital inclusion in Guatemala. The report provides a structured analysis of the country’s DFS landscape and outlines practical recommendations for strengthening market systems and improving financial access for underserved groups.
This project reflects ConsumerCentriX’s broader approach to digital finance: combining ecosystem-level diagnostics with actionable insights that support regulators, financial service providers, and development partners in building stronger, more inclusive markets.
